This Tues nite at 7:30 upstairs at Town Hall will be a public hearing on the Trash Transfer Station. We will know after that meeting how we should vote. Emotionally i think everyone knows how he or she feels about it. I personally don't like it but i have said from the very first day that if we can make it worth it- income wise -we'd be smart to go along with it. The question is will it be worth it and what does that mean? The board of Selectmen have not come out with any information. When asked at the first info session at St Johns rick said, "$1 is more than you have now."
He told me another time it would be closer to $4 or 5 a ton. I heard $6-7 recently. We only have a week and a couple days people until the decision is made. In the meantime, i asked for the current figures and the 2004 numbers as they were before bags. the idea is that many people use outside contractors for their trash, but if we have the station, they may come back and the usage will be somewhere in between.
Actual tonnage in 2004 was 4,710 tons. In 2007 it was 1,870 tons for the year.. ( keep in mind HELP expects to do 1,000 tons per day) half as much as we used in a Year.! So for arguments sake, say we use 3,000 tons per year. Our average cost per ton in 2007 was ($238/ton for pickup + $83/ton for tipping)= $326 x 1,870 + $30,000 in white goods, leaves, and bulky items for a total of $640,214.
I have been told that the original idea of 400 tons free off the top is gone; GOOD! I propose that we get our pick up free, (really free) and 3,000 tons worth of tipping free which would amount to $669,929 saving to Holbrook.
Then we share in the tipping fees and some possible scenarios are these:
@ $1 /ton we'd get $240,000. ( you wonder why it wasn't worth it?) do the math if you don't believe me
@ $7 /ton it would be $1,680,000 per yr
@ $15/ton we'd net $3,600,000 per yr
@ $20 /ton the total is $4,800,000 /yr
@ $25 /ton it would be $6,000,000/yr
before you start feeling sorry for HELP they will get whatever their pick up money is ( not our concern) but at a conservative figure of $75 /ton for tipping they'd gross $18,000,000 per year. We currently pay $83 per ton at SEMASS for tipping. We are much closer than Rochester and with the cost of diesel, man hours and wear and tear on the trucks they might be able get more than that. Of course there are overhead costs but as you can see they will do alright. Now it is up to us to find out exactly what the selectmen plan to do. Will they make it worth it for us or not?

Sue; the panning board oan under special permit / site plan review do the following.put condition s on the project [Trash] Example: Collection for life ,Unlimted trash pick up with the town being paid by the tonage . Also the board has in its rules / reg. mitigation fees for road etc. wear and tear . i dont think that Mr. Walsh will have a free ride
WOW! What an opprotunity the town has right now. We should really consider these options. With all the deficits we are facing this could help significantly. I hope this works. Is it the finance committee or the selectman or who that can negotiate this projected revenue? As always, thanks Sue for digging into this. That's progress.

The Board of Selectman are meeting on the 2ND floor of Town Hall on March 25 (Tuesday) The meeting will begin at 7pm for regular business. At 7:30 they will open a public hearing on the proposed Transfer Station.
I spoke with Mike Yuntis today to find out the format of this meeting. This is not an official announcement of the rules for the public hearing but my understanding of the conversation with Mr. Yunits.
Mr. Walsh has been called to make a short presentation about the proposal.
The public hearing will allow people who support, are against, or undecided to speak. All questions must be addressed to the Chairman of the Board. Only comments that the Selectman have direct control over will be addressed during this forum. Any questions or comments that are outside of the Selectmen's Authority will be forward to the appropriate Board.
After the public comments have been heard the meeting will move to the Selectmen asking questions of HELP.
If you are unable to attend the meeting, Holbrook residents that have Comcast can view CH9 for a live Broadcast. As with all Selectmen meetings, it will be rebroadcast during the week.

Sue; Its a great deal for the Town of Holbrook. If the Town recieved $500,000++ a year in free services they are currently paying for, what bussiness in Town pays that in taxes now? Its the old NIMBY[Not in my back yard}. The Towns waste just diapears. All the south shore Towns have no option as to where there waste goes, because it is controlled by one waste disposal co. Covanta. Holbrook has an option. When Semass/Covanta was started disposal prices were $10 a ton to the Towns, now look at $83 and climbing because the Towns have no other place to go. Drive down Rt 37 and tell me how many places you can buy gas for your carIm sure many,how many places to buy lunch/dinner you have a option, How many places will bid on recieving Holbrooks trash?? There only one Covanta at what ever price they want in the future. The Town of Holbrook now has a option. I would stongly support this project which wont be an easy one for any developer.
